Yes, it is illegal from Federal Funds to directly pay for Abortions. The current debate is if any Federal funds should go to any part of an agency that performs abortions. Planned Parenthood, for example, gets funding from many places and part of the services they preform is abortions so the Republicans would like to stop all Federal Funding to Planned Parenthood.
